Cute vintage pull toy from Fisher Price.  Called Woofy Wagger, number 447.
This sweet little doggie has had lots of love over the years. Made in 1947 and only for 2 years.
He is one of only 5 new FP toys introduced in 1947.
Woofy measures approximately 7 1/2 inches by 9 1/2 inches. He has a wood base and wood wheels. When you pull him, his tail wags.  The woofer noise doesn't work.
This set is marked 447 made in USA.
He is also marked "F.Rojankovsky". He was a Russian illustrator who illustrated many childrens books.
